1) you want the vCore to be hard set all the time. (not really possible, since this is how powersaving/speedstepping is accomplished)
2) you want it lowered some times. can be accomplished through software. if said software is robust, it can be applied at boot, but only after windows has initialized. this will need to be saved to a profile, similar to video card overclock settings
