Sure you can. Kev and I used to do it when the game first came out before anyone even knew what pod surfing was. You can just put it close enough to a building to get on a roof. On top of that, EA stated that they don't care if you get on a roof and it's actually allowed. They just wanted to stop people podding halfway across the level. This way you can still get on a roof, but if anything, it will be an immediate roof.
