I don't think we have a direct policy on this kind of activity, but I know I've taken a couple of pot shots at a team vehicle moving away from me while I begged for a pick-up. It's a familiar dynamic in the game that definitely requires using your manners to determine when you've upset a teammate, or your annoying the whole team with your mic spam. I've learned to ask a couple of times and then give up. I mean, the vehicle is 500 yards away and moving faster, so I'm not getting a pick-up. I'm like Dope, I tend to pick people up when they need a ride, although I've used the "not picking up" drive away as my child-like tantrum when a guy is asking for a ride, and he's the dude that drove away from me. I leave his @ss back at spawn.
I'd say if you have three or four choices:
If you missed the bus, or someone's driving away, ask a couple of times and forget it. It's a familiar behavior and it's not going to change.
If you shoot down the vehicle, well, that's team damage and a team kill, and you have some anger issues that gaming won't solve.
Spamming the mic resolves no issue, and I'm more likely to kick you for annoying the team than wait for a temp block on your chat commands.
If you're constantly missing the ride, particularly at the beginning of a round, you need a better 'net connection or computer, or learn that this happens constantly, so you might have to wait until a flag is captured to get a better spawn spot. Or better yet: squad up and have a moving spawn point.
Titan mode should not be problem. all vehicles are moving spawn points.
