Is your computer lagging while it tries to run steam?
In task manager, what is the CPU usage?
Try opening task manager (by either right click task bar and clicking on Task Manager -or- pressing ctrl + alt + delete keys at the same time)
Check the processes tab, it shouldn't be more than 5K. If it's more than 5K, right click it and end process, try running it again.
If the problem still persist, right click the process and click Set Priority > Below Normal
Then try Above normal
Sounds like the executable is hanging and not running at all because of it. This happened to me once before, I'd click the steam icon, and nothing would happen. It wouldn't show the connection progress or anything. It was just sitting there in Task Manager.

You have to register first if you aren't.
Also, what kind of operating system are you running? System specifications such as RAM (memory), Processor(s), Video Card, Sound Card, etc. This may not sound important now, but it may help us find the root of the problem.
Sounds like a software issue, but it can just as easily be a hardware issue.
Try what I said above, if it fails, post the specifications I asked for above and post at the steam forums.
