I don't claim to be an oceanographer, but I believe most of what you see hitting them is sea foam. And I believe the reason it looks like it's hitting so hard is because of the 100+ MPH winds that carries the foam beyond the structure. Hell yes there's a lot of impact there, but not anything like a giant wall of water slamming into them at 40mph. At the bases, sure, but when you get towards the tops I think it's mostly aerated
