You can't underestimate anyone, including employees, customers, and employers/ Maybe its someone with a grudge. Denny, is it possible that someone, like an employee, could leave a receiver recording...This way they don't have to be around, and almost have nothing tied to them.

The key is whether it's an easily found frequency or not. If it's in the upper or lower FM broadcast band, I'm still going with someone nearby in a car. If it's some oddball frequency, then it's a mangitude higher level of sophistication which could involve a recorder.
FM low power broadcaster = cheap, legal, common
pretty much anything else = ilegal, uncommon, and expensive.
