| Expensive I dont doubt... and with the intricacy of the Cell processor, I would imagine difficulty is also an issue.
I was reading an article in GameInformer about the differences between producing games 8 yrs ago, to the way it is now. The way that the cost has grown exponentialy is very scary to someone like me, who likes to see innovation, and developers that think out of the box. Nobody can take risks anymore, so they are just going to keep making the same kind of game over and over, because they know they will sell. Thats also part of the reason why I praise the Wii, and XNA. It is a breeding ground for talent and out of the ordinary games.
Wii is cheap to develope for, at least when compared to the 360 and the PS3. XNA is a place in which people can go wild and try out all sorts of different games. Maybe a team of 5-10 people, working in a small office, doing what they love, and not being afraid that they will lose hundreds of millions of dollars if their game flops, as opposed to the game studios which have hundreds of people working on one game, which might turn out to be good in the end, but isnt allowed to stray to far from what the industry has shown will sell, no matter how innovative or different it is.
