The TF2 devs recently made an
official TF2 blog, saying that they wanted a better way to talk to the community about some of the changes to TF2 and their reasoning behind them.
The first post was about the Pyro's new Flare Gun and how they decided on the look of it.
The latest post is about the healing rates of the Medic's Medigun.

The rate of healing actually ramps up based on the amount of time since the heal target was last injured. If it's been greater than 10 seconds since the target was hurt, the heal rate is increased. The amount of increase ramps linearly up to 3 times the base heal rate at 15 seconds since the target was hurt.
