Can you have two accounts under one serial key or will I need to buy another set of games to make a new account?

Well you can have different profiles but for accounts I think you might have to buy the game again with most of em.

true. you can have multiple characters per account, but the serial key is tied to the account so you would need to buy another game to make another account.

Actually, letting your character get power leveled is against WoW's TOS. So...yeah.
